G'day Kirsty,
If the suction caps look in good condition, then they should suction onto smooth surfaces (like a tile) quite easily. Maybe try moistening the caps before sticking them and make sure the surface is clean or wiped with an alcohol wipe to clean off any grease or fingerprints prior. Make sure the surface you're sticking it to is completely smooth.

Yes these Laundry Hangers use two suction caps to mount, they're designed to mount to non-porous surfaces - e.g. doors, tiles, mirrors etc.
