What is better to use, this or the ultramesh tarp?

I'd go with the Pronto Groundsheet because it's designed specifically for the Pronto 4 & will fit perfectly. The ultramesh tarp is a great alternative for tents that don't have a compatible option.

Zempire doesn't state that the Pronto 4 Groundsheet is waterproof. However, it is made of PE material which is usually water-resistant and will protect the bottom of the tent and provide an extra layer to keep the water out.
