Would this sleeping bag be rated for Toowoomba in winter?

I've personally not spent time in Towoomba over winter, but the Snowys comfort rating (based on our best guess of real-life performance) suggests this has a comfort temp of around 0ºc. I'd use this as a guide to compare to weather you experience in towoomba.

Can this be opened for feet, and can it open into a blanket, and can it be zipped to another?

Yes, you can unzip the Mudgee C-3 and open it up into a blanket. The zip can also be opened at the foot end so you can stick your feet out. You can theoretically zip two together but one person will end up with the scoop neck style hood a little over their face.
