There should only be a single lock - check out the rear left-hand corner leg, on the black plastic knuckle just under the fabric seat.
There is a black textured semi-circle on that knuckle that pushes in & allows the chair to close - its hard to tell its there until you compare each leg!
Underneath that little disc button thingy is just a simple spring pin - like on an awning pole, or old vacuum cleaner tube, which clicks into place when the chair is fully opened.

The Fyrefly Illumi-Bug kids chair is really geared toward smaller children around toddler to 3/4 age group. For children older than this we generally suggest an adults chair is a smallish size, like the Classic Arm Chair.
