Yes, this fan can run whilst charging.
You just cant have the USB output in use whilst the fan is running.
Bare in mind though, that the fan itself draws more from the battery than the rate of charge. If you are constantly running the fane whilst charging, you will ultimately shorten the life of your battery.
Its ok to get you out of a bind, but best practice is to charge and run separately.

You can certainly charge and run the Aero Breeze Portable Fan from a power bank. The battery on the fan is 2600mAh so depending on the size of your power bank you should get a few charges out of it.
does direct input mean 240v mains power?

The Companion Aero Breeze Portable Fan 17cm is supplied with a 5V USB cable. You can plug this into a 240V USB charger (like your phone charger) or you can plug it into your cigarette lighter in the car with the 12V cigarette plug that is also included. Hopefully, that makes sense for you.
