No, the Panther 2000 doesn't come with an anti-condensation mat. We don't currently stock it in our range, but 23Zero have a new listing for a Panther 2000 Change Room Annexe.
Is the tent waterproof without the fly ? I would prefer to leave it off for the stargazing window

Yep, it is - but like with any canvas tent/swag, just make sure the rooftop tent inner gets a good season.
It's a good way to go in the finer months, but it would be preferable to use it more often than not. The fly isn't just for waterproofing, it doubles up to protect the canvas from prolonged UV, bird poo, leaf litter, etc and will also help manage condensation.
Overall it's great to keep it in use to get the maximum life out of your roof top tent.
What are the measurements of the rails that you attach to your car that being length part from each other and width

What are the lengths of the t-rail tracks on the roof of the canopy shell? And how far apart are they please?

I have just gotten in contact with 23 Zero and confirmed some measurements, the t-rail track length on the roof is 1150 mm and the distance between them is 900 mm.
Does this open to the outside so you can stand up in the tent when the window is open?

Yes, the star gazing window opens to the outside, it has a fabric and a mesh panel when both are unzipped you can stand up out of the tent. You will also need to move the Fly Sheet over half of the Tent to see outside to make that open-style roof.

Wondering how much extra space needed for the shell top to open. On the hinge side, the overhang of the shell top. I was hoping to put the hinge end to the back of the cab, not sure if it will hit the cab when open. Thanks

As long as your roof racks allow it, the rooftop tent can be mounted any way you like - opening to either side, or the rear.

Can you use the spring poles to use the canvas door as a small annex when the fly is removed?

Yeah, we've tried this out on our display model in-store & you can make it work!
Definitely recommend the fly if you're expecting any poor weather, or windy conditions. The tension on just the door flap as an awning isn't as fool proof as the intended fly awning.
