Is this considered a four seasons tent for the winter-side of Spring?

This is a 3 season tent, but would be suitable for your round use in most climates of Australia.
You may run into trouble with constant, heavy rain, or snow, but for the most part you'd be ok to use it of the winter side of spring.
All my tents are 3 season, and use them year round without issues.

Does this model have no see-um mesh

No, it doesn't. Generally, if a brand uses No-See-Um mesh specifically in their products, it will be listed in the specifications under materials.
Having said that, I've used one of these hiking tents in Scandinavia next to very mozzie and midge filled marshlands with no issues.
