How hard is this screen house to put up by oneself? And if it can be done by one - how long would it take? Thank you

Yes, one person can set up the Instant Screen Shelter without too much of a hassle. The first time you put it up solo it will probably take about 15-20 minutes, but once you know what you're doing it might take 10-15 minutes.
If not, is the structure strong enough to tie a tarp to when it gets windy? I will have it guyroped but in pictures it doesn't appear to have sand pockets.

There are no solid walls available for this shelter, and we don't think the frame is strong enough to support a tarp securely without causing damage.
I want to know if it has a built in floor and what it is made of

The Roman Swift Instant Screen Shelter doesn't have a floor, so you can pop a tarp or an Ultramesh Tarp undeath the shelter.
Does the mesh differ from the Oztent Screen House?

It's hard to give a direct comparison between the mesh in the Roman Swift Instant Screen Shelter, and the Oztent Screen House. Having had a look at both of these I would say that the mesh in the Oztent Screen House is slightly finer, and slightly higher quality.
and is there floor covered?

The dimensions of the Roman Swift Instant Screen Shelter is 3.05m x 3.05m which will allow more than enough room for most double swags. Unfortunately, the screen shelter does not come with a groundsheet but you can purchase one separately. The OZtrail Ultramesh Tarp 10x10 ft will fit perfectly. Here's a link.
Midge mesh?

The Roman Swift Instant Screen Shelter is listed as having 'Ultra-fine Mesh' so there is no real way of knowing whether this will keep the midges out or not. Apparently, midgies are really sneaky and actually chew through the mesh, so it's worth taking other protection measures as well. We have got a good blog about how to best deal with them here.
