In theory you can but there would be a few considerations.
The first is that all 6 bolt holes need to be in use to ensure their mounted correctly, so make sure your drawbar is tall enough for the full attachment.
The second is what you will actually be carrying. If carrying water I'd say no issues at all. Fuel may potentially be a different story if your vehicle throws up rocks, etc it does increase the risk of damage having jerry cans mounted there. I'd recommend checking in with your local Motor/Road Transport authority for further information.
If fitted to rear of caravan how do you secure Jerry can from movement and theft .

This Jerry Can HOlder doesn't have a locking mechanism on it so we'd suggest getting yourself some chain and a few padlocks from the local hardware store to secure your Jerry Can to the holder if you're worried about theft.

88mm between the bottom hole's and "middle row"
27mm between the middle & top row
OR
115mm between bottom and top row

The Bolt-On Jerry Can Holder is supplied with plate and bolts (as per the images), it may or may not suit your drawbar, but you should be able to find a way to make it work with some modifications.

If your bumper is glavanised steel and you use the plate and bolts included with the holder, you shouldn't have any issues with attaching it to your caravan mate. We generally recommend using U-bolt style brackets (available from the hardware store) instead of or as well as the bolts supplied, just to make for a really secure attachment. Cheers :)
