Yes, these guy ropes have reflective tape woven into them, the small silvery grey flecks you can see are reflective.

These are only 2.5m long, most other guy ropes seem to be quite a bit longer. Are these only made for smaller tents, or would they suit a taller tarp set up?

These guy ropes are fairly lightweight and have been designed for use with the Zempire Adventure Tents, which are generally used for hiking/biking/kayaking. They wouldn't suit a large tarp setup, the COI Leisure Guy Ropes will be a more suitable option.

As far as I can tell the Zempire Guy Ropes are about 3-4mm and they aren't reflective.
