We've just verified this for you, the tilt elbow is chrome coated, we're not 100% sure what is under that, but we're fairly certain it is solid chrome.

Thanks for your enquiry. I've just called Beachkit Australia and they have confirmed the Carnivale umbrellas are waterproof to a degree. They will be able to withstand a light shower but we wouldn't recommend using the umbrellas during a downpour as the rain will leak through overtime. I hope this helps.
