Is this the fitting I would need to refill a gas mate 2kg bottle from a normal 9kg gas bottle like the ones from swap and go at a servo?

No, its not - this is to connect a 3/8th BSP gas appliance like a stove, to a LCC27 gas bottle.
There's nothing available in Australia for DIY gas LPG refilling.
You'll need to head to a business that provides that service.
