It won't be straight attachement, as it's designed to go over a spare wheel, but you could definitely make it work with a bit of creativity.

I don't want to have to take my wheel off to remove the bag full of rubbish. How does it attach/detach?

G'day Guy,
The bag attaches with an adjustable webbing harness so there you won't need to remove the spare wheel, but you would need to loosen the harness to remove. Generally, we'd recommend lining the bin with a heavy-duty garbage bag, then when it's getting full you can just remove and replace it, that way the inside won't get too dirty either.

The harness system used to attach the bag to your spare wheel is fairly adjustable so we think you should be able to make it work with a 16-inch tyre, however, Oztrail doesn't provide any tyre size specifications.
